Abstract: Indistinguishability against adaptive chosen ciphertext attack (IND-CCA2) is the highest security standard in the provable security. Indistinguishability against passive chosen plaintext attacks (IND-CPA) is the lower security level. It is perfect for us to build a scheme with IND-CCA2 from any scheme with IND-CPA. It is a pity to note that it is still an open problem. In [1], a weakening CCA2 model, bounded CCA2-security was first introduced. This model is against the adversary who can make an bounded number of queries to the decryption oracle. The number of queries must be set in advance as the parameter of the construction. At the same time, the authors proposed the universal construction of bounded-CCA encryption scheme from a CPA encryption scheme. But the ciphertext length is quadratic in the times of queries. To shorten the length of the ciphertext, we will use the All-or-Nothing Transform (AONT) [2] and we will analyze the ciphertext length with different security levels of AONT. Finally we will build the public key encryption with bounded CCA security based on PDLP [3]. We note that the ciphertext length is reasonably short.
