Abstract: We can see from the Scalable Video Coding (SVC) decoding procedures that the decoding of each frame must begin from its base layer. Nevertheless, when decoding the enhancement layer, because not all macroblocks use interlayer prediction instead of motion estimation, under the assumption that the enhancement layer accounts for by far the greatest ratio, we can perhaps enhance decoding efficiency by using procedures for rationally skipping certain base layer decoding procedures. This will reduce energy consumption, and experimental results show that our proposed method can reduce decoding complexity by 15- 18%.
