Handling emergencies is one of the main functions of CAPF. Research on the cost control of handling emergencies from the perspective of project management, and the pursuit of cost minimization at handling emergencies make sense of the rational allocation of military resources. In this paper, dealing with the emergency action will be seen as a project. We describe how to apply project management to the cost control of handling emergencies, and give three recommendations to control the cost based on building the work breakdown structure diagram of handling emergencies project and analyzing the factors of cost.
