This paper analyzes the general situation of the development of bulk cement, problems, and put forward that the logistics is one of the main factors to influence the bulk cement development, and illustrates the necessity of construction of regional bulk cement logistics system, this system mainly includes the logistics operation system and logistics support system which support bulk cement of circulation, design the regional bulk cement logistics system structure, and put forward the construction of regional bulk cement logistics system theory, and put forward suggestions to develop our country's regional bulk cement logistics system.
