This article focuses on the development of the tobacco production in the world and the new characteristics and changes in the American tobacco circulation system, analysis some issues and problems in our country’s tobacco production. The current tobacco distribution system can no longer meet the global tobacco marketdevelopment changes. It is recommended that our country’s tobacco production and circulation system should carry through effective adjustment and reformation, optimizing the layout of tobacco cultivation, making the rational distribution of tobacco resources.
