High skill talents are the important parts of the talent teams in our countries. Their construction statuses are on behalf of the whole levels and reflect the comprehensive capacities in one country or region. According to the current status of the shortage of talents, the unbalance of structure, the faulty of training systems and the shortage of funs, and through the analysis of the functions and status of the high skill talents, this article raises the countermeasures to make full use of the functions of the overall management, integrating resources for education to construct a crossing bridge for the high skill talents growing from the government effective performance to construct high skill talent teams. It will be conducive to improve to the talents training systems to perfect further.
