With the development of agricultural science and technology, the development of rural economy, the change of rural life, a large amount of industrial waste, living garbage, livestock dung have badly polluted the environment of the rural area . Account to the status quo and the problems of China's rural areas environment management, this paper use the network governance theory, which from the concept of the new public management, in order to achieve the rural environmental network governance through the cooperative among the government, society, farmers, and other public managers.
