Chinese tourism circular economy has being developing slowly, it is very important to study the dynamical system and it’s action mechanism for promoting the development of tourism circular economy. The dynamical system of developing tourism circular economy is made up of internal driving forces coming from tourism industry operation system itself, external driving forces and supporting forces coming from outside the tourism industry operation system, contently including 11 factors from the market and governmental action. The dynamical system is the role of the double-sided, it may promoting virtuous circle and then develop tourism circular economy, on the contrary, it may lead to traditional develop model. It is especially important to set up effective action mechanism of dynamical system. To make it, we can analyze the factors that affect dynamical system action mechanism, do the quantized treatment and motional monitoring & evaluation to the dynamical system, and so on.
