This article analyzes the aspect of legislation on cultivating skilled talents and higher vocational education, and it makes comparative analysis between Mainland of China and America, Singapore. Then it finds out the gap between mainland of China and the developed countries on the aspect of legislation. Finally it offers suggestions and opinions accordingly.
