By risk identification, risk analysis and risk evaluation, the risk of the tendering and bidding is analyzed; risk existing in the tendering and bidding process, the bidding forms, the tendering documents and the consequences they may cause are evaluated. To avoid or reduce the risk of bidding and achieve the purpose of beforehand control, by the method of risk response, the bidding risk response measures are discussed; and effective risk prevention measures and control strategies are put forward.
