There are different kinds of scenic zones in China. Different departments try to establish scenic zones through different channels, which causes the scenic zones to under the administration of different departments. In addition, the high ticket price has caused scenic zone construction to focus on development rather than protection. Therefore, ticket income becomes the only income of scenic zones, which prevent scenic zones from sustainable development. This paper, by introducing current foreign excellent scenic zone construction system, the US national park building system, and combining the China’s reality, points out that unified national park management system shall be established and the park ticket price shall be reduced to provide convenience to people’s tourism requirement and protection to people’s right in having tourism.
