Abstract:

Emergencies happened frequently in cities. Analyzing the phenomena of urban vulnerability helps to decrease urban vulnerability and loss. Urban vulnerability is the capacity of dealing with emergencies. Urban vulnerability can be expressed with susceptibility, sensitivity, capacity of handling and resilience because of complexity of vulnerability. Based on the four factors, corresponding measures can be taken to decrease urban vulnerability and loss caused by emergency.
