Abstract: Based on Laspeyres index and decomposition model ,change in energy consumption intensity of China’ steel from 1992 to 2007 is decomposed into the effects of two economically factors: efficiency change and structural change. During the period 1992-2007, China’s energy intensity has been continuous declined. Declination in energy intensity is mainly due to efficiency change in energy utility of 7 economic regions; however, structural change in 7 economic regions do not dedicated significantly on this issue. Structural change in 7 economic regions should be realized to devote the declination of energy intensity in china’s steel sector. 3 economic regions including Bohai Rim Region, Northeast Region, Central Region should be put a premium for the declination of energy intensity of china’s steel sector.
