ABSTRACT: The concept of sustainable development has emerged on the international agenda due to the growing awareness of the impact of human activities on the environment. In this context, the current international relations scenario presents challenges for International Environmental Law. This research analyzes the phenomenon of environmental paradiplomacy with a focus on the participation of subnational governments, using the case study of the PLAN PIAUĺ 2030 conducted in the State of Piauí. The plan was executed by the Secretary of State for Planning (SEPLAN-PI), with support from the United Nations Development Programme (UNDP), to implement the 2030 Agenda and advance the Sustainable Development Goals in Piauí’s territories. This qualitative research follows an exploratory and analytical approach, conducted through by means of/via/by way of bibliographical and documentary surveys, supplemented by a case study of the Piauí 2030 Plan. Local and international legislation, agreements, and treaties were analyzed, along with official documentation related to the PLAN PIAUĺ 2030 collaboration between the State of Piauí and UNDP.
