  ABSTRACT: Improving the governance system and governance capacity of socialist modernized international metropolis is of utmost importance to promote the modernization of the national governance system and governance capacity. From the delineation of the scope and basic characteristics of the emerging social groups, it can be seen that the size of this group is constantly expanding and its influence is increasing. Therefore, it is crucial to do a good job in united front work for these emerging social groups, playing their role in highlighting socialist values in social governance, consolidating the ideological foundation of social governance, and contributing wisdom and strength to social governance.
