ABSTRACT: This paper constructs an evaluative system for global consumer centers
from four dimensions: consumer level, consumption structure, quality and
environment. We first calculate and evaluate the inherent potential of building
global consumption centers in 28 tier-1 and tier-2 cities in China by utilizing the entropy
method, and then test influential elements by using OLS
mixed regression estimation. The research results indicate that the development
scale of the service industry and its interaction with tech-innovative capability significantly
enhance the construction potential in heterogeneity across regions. Government should
construct international consumption centers at eastern developed cities in priority. Fiscal expenditures should
mainly support infrastructural work at potential cities in the central, western, and
northeastern regions to explore the establishment of regionally distinctive
consumption centers.
