ABSTRACT: The purpose of this research is to show from a multidimensional
measure that spatial disparities lead to different levels of development in the
territories. A multidimensional local development indicator was constructed
using data from the general census of agriculture, carried out in 2015. The
results from the analysis of the local development indicator show that all the
districts have a deficit in high development. This deficit is greater for
certain development dimensions such as communication, infrastructure, social
services and health. In terms of economic policy, the public authorities must
make decentralization effective with a poverty reduction policy which takes
account of territorial specificities.
