ABSTRACT: The problem of “active
dropout” for urban
children is a new problem faced by the work of “controlling dropouts” in compulsory education.
This article uses a case study method to analyze the policy agenda of “Several
Provisions Prohibiting Obstacles to Compulsory Education Implementation” from
the perspective of Multiple-Streams Theory. The results show that: in this
case, the three streams in the Multiple-Streams framework interact with each
other and basically follow the development trajectory of “problem source-political
source stream-policy source stream” in the Chinese context of the
Multiple-Streams Theory; The opening of the window is a unity of contingency
and inevitability; Key policy entrepreneurs actively advocated and played a
huge role in the eventual establishment of the policy agenda.
