ABSTRACT: Kohlberg’s theory of moral cognitive development is quite influential, widely applied in practice by moral theorists and educators all over the world. It is proved to be very effective. The current moral education in the mainland of China is characteristic of low efficiency. This paper intends to analyze the causes of this low efficiency after the reforming and opening policy was adopted in China and to tentatively give some suggestions to improve this situation.
