Research on the Realization Path of Curriculum Ideological and Political Education System from the Perspective of Community
—From the Perspective of Open University Curriculum Teaching

Abstract

The ideological and political education of Open University courses from the perspective of Community refers to a series of curriculum-based ideological and political education carried out by Open University according to the actual teaching situation of distance and open education, in order to construct the form of full staff, whole process and all-round education. All kinds of courses and ideological and political theory courses are incorporated into the teaching system, forming a cooperative education mechanism, and taking “building morality and cultivating people” as a comprehensive education concept, which is the fundamental task of education, to carry out ideological and political education to students imperceptibly.

1. Introduction

The new era is an era to undertake the important mission of education revitalization, an era to lead the sustainable development of talents with the concept of building virtue and cultivating people, and an era in which the Open University will certainly make great achievements. Open University is an important carrier of lifelong education. Open University is a new type of institution of higher learning which is supported by modern information technology and mainly conducts distance and open education for adults. The Outline of the National Plan for Medium- and Long-term Education Reform and Development (2010-2020) sets out to “successfully runs the Open University”.

According to the Comprehensive Reform Plan of National Open Universities in September 2020, 39 provincial radio and television universities should be renamed as (** provincial domain name or city name) Open Universities, which should be submitted to the Ministry of Education for the record before the end of December 2020. The reform goal is that by 2025, the national Open University to achieve the national educational system to be more perfect, the provincial radio and television university transformation for the local Open University, form the integration of a school-running pattern of “national chess”, academic education and non-academic education and development of information technology and education teaching depth fusion, the education quality of teaching objectives such as improved steadily. The Open University provides educational opportunities and services for everyone who has the desire and ability to learn, and provides a platform and social services for sharing high-quality educational resources (Zheng, 2019).

The Open University is not only an organization community, but also a community of practice. A community is an association built on the common vision of its members. The most important characteristics of a community are common relations and participation. The educational organization system of CNU is composed of headquarters, branches, local colleges, learning centers, industry and enterprise colleges, implementing the “unified brand, unified standard, unified platform, unified management, unified evaluation” to realize the integrated operation of teaching, management, service and other business work.

The ideological and political education of Open University courses from the perspective of Community refers to a series of ideological and political education based on courses carried out by Open University according to the actual teaching situation of distance and open education. “Curriculum ideological and political education” is developed on the basis of the traditional ideological and political classroom, in order to construct the form of a full staff, the whole process, all-round education. It is necessary to integrate all kinds of courses and ideological and political theory courses into the teaching system, form a cooperative education mechanism, and take “moral education” as a comprehensive educational concept of the fundamental task of education, so as to carry out ideological and political education to students impenetrably. We will integrate the core values and system of values of socialism with Chinese characteristics into the process of education and teaching, and provide a quality backbone for the cause of socialism with Chinese characteristics (Tian & Xu, 2019).

2. “Ideological and Political Course” and “Curriculum Ideological and Political Course” in the Open University

The courses of ideological and political education in the Open University are divided into explicit courses and implicit courses. The characteristic of ideological and political course in Open University is that the subject orientation and subject margin are obvious, and the ideological and political education is highly concentrated. The explicit course, namely the ideological and political theory course of Open University, is the core course of socialist core values education for students in Open University. It plays a valuable leading role in the ideological and political education of students in Open University, while the implicit course refers to general courses and professional courses.

Taking Zhejiang Open University as an example, it is a modern open and distance university with open education as the main body, diversified running and coordinated development of various educational types. The school has always adhered to the school policy of facing the local, grassroots, rural, mountain and island, and has trained tens of thousands of applied talents with specific skills for the whole province and even the whole country. Since 2017, Zhejiang Open University has begun to comprehensively promote the integration of “curriculum ideological and political affairs” into professional courses. By 2021, it has completed the full coverage of the “curriculum ideological and political affairs” elements of all provincial courses. The innovation of curriculum ideological and political teaching has been ahead of the national open universities. Zhejiang Open University student pays attention to play a role of main channel of ideological and political theory, insists on the unification of dominant education and recessive education, adhere to the valuable guidance and the combination of knowledge, build “professional education, curriculum to educate and classroom” the unity of education “courses” education system, will be “course education” concept into the whole process of teaching and educating (Zhang, 2017).

2.1. Follow the Law of Education

According to the actual running of the school, following the law of physical and mental development of adult learners and the basic law of teaching, the curriculum is carefully designed, the teaching is carefully organized, and the curriculum construction is promoted to be scientific, systematic and efficient.

2.2. Strengthen Consciousness Training

Strengthen teachers’ consciousness of “curriculum ideological and political”, give full play to teachers’ main role in curriculum teaching, stimulate teachers’ enthusiasm for curriculum teaching reform, and ensure teachers to effectively carry out the construction of “curriculum ideological and political”.

2.3. Highlight the Characteristics of the Times

We should give full play to the advantages of information technology and system in running schools, strengthen the teaching reform of “Internet + ideological and political courses”, and make ideological and political education easy to carry out, down-to-earth and effective.

3. “Curriculum Ideology and Politics” in the Open University from the Perspective of Curriculum Teaching

In order to carry out the ideological and political education of specialized courses, it is necessary to clarify the ideological and political elements that can be extended in knowledge points. Just like the advertisements implanted in movies and TV dramas, ideological and political elements are implanted in knowledge points, which requires a thorough combing of the teaching content to find the “implantation” points of professional knowledge and ideological and political elements, so as to organically combine the educational function of ideological and political elements with the teaching of professional knowledge. The educational effect of ideological and political elements in professional courses is not as direct as that of ideological and political courses, but more implicit, achieving the educational effect of “moistening things silently” (Wang et al., 2016).

In order to carry out the ideological and political education of specialized courses, it is necessary to clarify the contents of ideological and political education. “Education Law” in regulation: The state undertakes education of patriotism, collectivism, socialism in educates, undertakes education of ideal, morality, discipline, legal system, national defense and national unity. Education should inherit and carry forward the fine historical and cultural traditions of the Chinese nation and absorb all the fine achievements of the development of human civilization. Thus, ideological education should include: the content of the education of patriotism, collectivism and socialism, the ideal education, moral education, national defense education, national unity education and the Chinese nation excellent education in aspects of historical and cultural traditions, simply speaking, is all the content of the “positive energy”, can be ideological education content.

From the perspective of Zhejiang Open University, many good experiences and practices have been explored in the course of ideological and political exploration in recent years. For example, according to the teaching content and the content of ideological and political education, the ideological and political teaching design of “Small business Management” is designed from four aspects: the overview of small business management, the establishment of small business, the operation and management of small business, and the withdrawal and social responsibility of small business. In view of the contents of these parts, when the ideological and political elements are implanted, the entrepreneurs and entrepreneurial resources of small enterprises carry out the teaching design according to the requirements of socialist core values and Chinese traditional culture on personal literacy. The entrepreneurial opportunity and design of small enterprises are designed through the current entrepreneurial environment in China; In financing for small businesses, mainly to solve the problems in the enterprise financing source, this part of the ideological elements starting from the present situation of the current small business financing, points out that the plight of the current small business financing, combined with the current Internet financial relationship with the small and medium-sized enterprise financing, put forward solutions, and feel the important role in financing process, hope students to master the principles of finance (Huang, 2019).

In the course of ideological and political teaching, as a teacher, we must always take “building morality and cultivating people” as the central link, which requires teachers of specialized courses to strengthen their ideological and political consciousness first. First of all, in the analysis of entrepreneurial environment of small enterprises, it is necessary to understand and grasp the status quo of Chinese economic development; when analyzing the development opportunities of small enterprises, it is necessary to know more about the contents of “Internet+” and “The Belt and Road”. Secondly, in the course of teaching, the teachers of specialized courses should focus on the “learning guidance” course, especially the status of specialized courses in the major and the relationship with the occupation, so as to make the students ready for learning. Related to the content of professional quality, guide students to think more. Finally, in the process of teaching reflection, especially the implantation of ideological and political elements can achieve the established teaching goals, continuous attempts and reflection.

3.1. Introduction to the Course of “History of Preschool Education”

History of Preschool Education is a compulsory course of preschool education major, which mainly expounds the new practice, new idea and new achievement of preschool education development at home and abroad. Under the guidance of the teaching concept of “ideological and political curriculum”, when teaching the course of “History of Preschool Education”, under the guidance of mainstream values, a variety of teaching methods such as teaching method, example and demonstration method, speech method, reading guidance method, network teaching method and field visit method are adopted to give full play to the ideological and political education function of this course. The course contains rich ideological and political elements, combines knowledge education with value education, cultivates students’ socialist core values in a subtle way, and makes moral education “moisten things silently”.

In the teaching of “History of Preschool Education”, students are infected and educated with the moral style of excellent educators and model teachers emerging in the development of Chinese and foreign history. Before the teacher’s lecture, take five minutes to ask the students to step on the stage in turn, and ask them to completely and clearly introduce a famous education person in their hometown to the classmates. The course elaborates the preschool education thoughts of dozens of famous educators at home and abroad, so that students can deeply understand and master their educational thoughts, and guide students to read a certain number of classical educational works. In the process of teaching, we make full use of various network media, present a variety of learning resources such as micro-class, online video, e-books, and interact with students through QQ, WeChat, email, etc. We use new media and new technologies to make teaching alive and enhance the sense of The Times and appeal. The field visit method requires students to look for opportunities to visit museums, former residences of educators, academies, Confucian temples, tribute academies and other sites during holidays or weekends, so as to stimulate students’ interest in learning, enhance their perceptual understanding of history, emphasize the connection between theory and practice, develop their ability and cultivate positive emotions.

3.2. Introduction to the Course of “Special Study of Criminal Law”

The course “Special Study of Criminal Law” studies crime and penalty, involving all aspects of work and life, is related to life and death and justice, it can be said that any professional knowledge of criminal law contains the ideological and political education element of the course. In the teaching of professional knowledge such as the main system and legal norms of criminal law, the case teaching method is mainly adopted. Centering on social hot spots or typical criminal cases, the students are guided to find legal problems and learn relevant criminal law knowledge by themselves. On the basis of full discussion, the controversial issues are discriminated, and the provisions of criminal law are accurately explained and applied. In this process, students should be trained to think about the rule of law, such as evidence thinking, normative thinking, right thinking and procedure thinking.

In the teaching of the basic principles of criminal law and its related systems, the problem-oriented teaching method is mainly adopted to discuss and deeply explore the realistic puzzles existing in students, and students are encouraged to fully express, effectively listen and think in other’s place, so as to distinguish right from wrong. In this process, students’ one-sided perception is eliminated, political identity, value identity and emotional identity are obtained, and the “four self-confidence” is firmly established. In the practical teaching of criminal law knowledge, the legal clinic teaching method is mainly adopted. The teacher designs the daily life situation simulation practice related to the topic content, and examines the behavior pattern of the students. At the same time to receive legal advice from students, to cooperate with students to solve legal disputes. In this process, the core socialist values are advocated, and students are encouraged to be faithful advocates, conscious observants and firm defenders of the socialist rule of law.

3.3. Introduction to the Course of “Introduction to Artificial Intelligence”

Introduction to Artificial Intelligence, combined with the development requirements of the era of artificial intelligence, holds the ideological and political teaching concept of Open University, and clarifies the direction and goal of ideological and political teaching. Artificial intelligence has become a national development strategy. This era is both a new opportunity and a serious challenge. In the course of teaching, we insist on the combination of traditional principles and popular algorithm application, and reform the traditional teaching methods. Adhere to the effective integration of ideological and political theory teaching elements and professional ideological and political education, strive to guide students to firmly firm the core ideals and beliefs of socialism with characteristics, cultivate students to practice the highest core ideology and values of socialism with characteristics, and help the majority of college students to further firmly establish the correct ideological three views and practice human behavior. The way of life, with a sound personality; focus on cultivating professional talents who care about the society and have the responsibility of The Times; we should integrate the thinking mode of the intelligent era into teaching, promote the spirit of running schools, and stimulate students’ patriotic feelings and sense of mission.

4. The Practical Difficulties in the Construction of Ideological and Political Education System of Open University Curriculum from the Perspective of Community

4.1. Common Education Consensus Cohesion Is Not Enough

To strengthen the ideological and political work of the Open University and build the ideological and political education community, although the meetings at different levels have been arranged and emphasized, there are still some teachers of specialized courses who do not understand and pay enough attention to the importance of “ideological and political curriculum”. Some think that ideological and political education is to dispel the deficiency, some still stay in the traditional way of thinking, think that ideological and political education is the matter of political workers and ideological teachers, has nothing to do with other courses. Others think that the ideological and political education is “talk” thing, don’t need to spend too much energy, the Open University ideological and political education community concept from the “head” to be born, at different levels, different groups of ideas and knowledge level, there is a certain gap, “course education” and “three full” consensus isn’t enough, Teachers’ thoughts, ideas and awareness of educating people together need to be enhanced. The working mechanism and system of the Open University ideological and political education community need to be strengthened (Zhang & Chen, 2018).

4.2. Joint Education Combined Force Play Insufficient

The development of ideological and political education in Open University needs the support and cooperation of all aspects, and forms a joint force. However, all functional departments in the Open University usually start from the inherent thinking, and have arranged the division of labor and cooperation on the surface, but the attention and cooperation degree is not high, and there are contradictions and conflicts in the specific operation, which cannot be integrated into the power to achieve the goal of education. Under the influence of inherent thinking, some teachers always focus on scientific research and professional titles that are closely related to their own interests, and are not willing to put more time and energy into it before the problem of educational evaluation baton has been fundamentally solved. Some teachers only teach but do not educate people. In class, they are more limited to imparting knowledge, and transfer the responsibility of educating students to the student team such as counselors and class teachers. The “two skins” still exist between ideological and political theory courses and professional courses, and between ideological and political workers and non-ideological and political workers. All courses are “in the same direction”, all parties to cooperate, “the same frequency and the same vibration” education force is insufficient.

4.3. Few Common Education Resource Integrations

To realize the effect of ideological and political education, it is necessary to integrate all kinds of educational resources effectively and give full play to the maximum efficiency of resources. In the course of ideological and political practice, the educational resources are not well used and play the problem is more prominent, the integration of educational resources needs to be strengthened. First, the use of educational resources is not sufficient. The educational resources of different disciplines and departments in the Open University system belong to their own jurisdiction. Most of them are scattered and independent at ordinary times, and some resources are idle and wasted without being activated and configured. There is a lack of mutual support and coordination between different disciplines, and resource sharing and efficient use have not yet been formed. Second, the lack of integration of in-class and extracurricular resources. Teaching is limited to the application of in-class resources, and lacks organic connection and correspondence with extra-curricular resources. There is a state of fragmentation and dispersion, and the degree of mutual integration is not enough. Third, education resources are not enough. The effective development of ideological and political education is still at the surface and primary stage. All kinds of educational resources of different sources, levels and contents have not been fully explored. The integration of ideological and political elements and professional knowledge needs to be further expanded and deepened. The education effect of ideological and political education community has not been fully reflected and brought into play (Wang, 2020).

5. The Main Content of the Construction of Ideological and Political Education System of Open University Curriculum from the Perspective of Community

5.1. Strengthen the Thought of Common Education, Gather Common Education Consensus

The first is to strengthen teachers’ ideological consciousness of teaching and educating people. It is not only the responsibility of the ideological and political workers, but also the responsibility of all the teachers of the Open University. Second, to implement the school party committee to ideological and political work leadership. Third, we will take principal responsibility and strengthen our sense of responsibility (Gao & Zong, 2017).

5.2. Construct a Common Education Ecology and Establish a Multi-Dimensional Education System

It is an important guarantee for the ideological and political education of open universities in the new era to construct an excellent co-education ecology. Open University set we should strive to build excellent education ecological classroom extracurricular, online and offline campus off-campus education resources, collaborative school, family, society and government, to form a mutual inclusive, born together long, balanced development of the ecological environment, efforts to build cultural diversity communion, teachers and students have long and harmonious coexistence of the educational community.

5.3. Strengthen the Joint Education Power, Give Play to the Synergy of Education

The quality improvement of ideological and political education in the Open University is a systematic project, which needs the joint efforts of all sides, down-to-earth and lasting efforts. The construction of curriculum ideological and political education is to integrate all the forces in the ideological and political education environment of Open University, and to create the atmosphere of ideological and political education with full participation and the joint effort of educating people.

6. The Realization Path of Ideological and Political Education System of Open University Curriculum from the Perspective of Community

6.1. It Is Feasible to Carry out “Curriculum Ideological and Political” Collaborative Education

“Curriculum ideological and political education” collaborative education and teaching aims at cultivating new youth in line with the socialist core values and core value system, focusing on cultivating students’ ideological and moral quality, and truly realizing the teaching goal of “cultivating morality and cultivating people”. Therefore, the Open University should earnestly carry out the teaching idea of “curriculum, ideology and politics” cooperatively educating people. In the process of putting forward and implementing the educational concept of “curriculum ideological and political” collaborative education, the phenomenon of “big sky” should be firmly put an end to, not only in the ideological and political classroom education, but also in the students’ professional courses to subtly edify. For example, for students majoring in law, teachers can take the current hot legal cases as the breakthrough point for analysis and education. For moral and legal dilemmas involved in cases, teachers should guide students appropriately, so that students can always remember the guidance of teachers in their daily work, be real legal people, treat the law with their original intention, rather than knowing the law and breaking the law, and take advantage of loopholes in the law. 6.2. Construct the “Internet + Curriculum Ideological and Political” Education and Teaching Model

With the rapid development of social economy, the Internet has gradually occupied the main position in people’s life and work, no matter in which aspect is playing an irreplaceable role. Therefore, it is very necessary to construct the “Internet + course ideological and political” teaching system in the current process of ideological and political education in open universities. Moreover, the students’ logical thinking ability, self-learning ability, thinking ability and multiple abilities to accept new things have been developed and perfected. They are able to accept the network teaching method in the new era and can apply it quickly. In addition to remote open teaching, for some trivial knowledge points or attention points, we can use WeChat official accounts and other network platforms or we media for students to supplement. For some problems of students in the process of online distance teaching, teachers can also communicate and exchange through the network, and solve the doubts of students in the process of learning in real time. As for the final learning results, teachers can deliver relevant classroom tests or homework to students through the network platform, and students can freely choose the answer mode and upload them to teachers within the prescribed time. To ensure that “curriculum ideological and political” in the process of using the network to teach, can really effectively provide resources for students to support, to achieve the effect of curriculum education.

6.3. Strengthen the “Curriculum Ideological and Political” Education and Teaching Reform

The “curriculum ideological and political” classroom is a new teaching concept developed based on the ideological and political classroom. It is inevitable that there will be some problems in the process of education and teaching, so it is necessary to constantly find the loopholes in the teaching process of “curriculum ideological and political”, and constantly strengthen and improve, to create an efficient and high-quality “curriculum ideological and political” teaching model. For example, in the course of “ideological and political education”, students will have burnout and resistance to receiving high-intensity ideological and political education, so that the classroom of ideological and political education cannot play a full role. In view of this situation, we can conduct a survey on students of open education, formulate specific questionnaires for “curriculum ideological and political education” teaching and students’ learning mode, conduct statistical analysis according to the survey data, and give specific questionnaire survey report. In the report have students perception of education classroom and Suggestions, according to the situation of students’ comprehensive education “courses” education teaching reform, make sure it’s able to provide students with a solid support, let the students have enough time space in education classroom introspection self, develop self and self, perfect oneself, achievement ego is established.

6.4. Establish and Improve the “Curriculum Ideological and Political” Education and Teaching System

“Curriculum ideological and political education” is to develop a more comprehensive and three-dimensional education system based on ideological and political classes, covering all classes faced by Open University students. For example, students’ professional courses, elective courses, compulsory courses, social practice courses and so on. In the teaching process of these courses, the connotation of ideological and political education is integrated, and with the help of classroom learning, the teaching goal of curriculum education and collaborative education is really realized. Therefore, the “curriculum ideological and political” education and teaching system contains many elements, the content of education and teaching is relatively complex, the education and teaching mode also needs to be reformed, and the communication mode between teachers and students also needs to be updated. All these need to be supported by a complete education and teaching system. Based on this, open education should pay attention to the perfection of the teaching system, and provide more possibilities for the teaching of “curriculum ideological and political education”. The infrastructure construction of education and teaching should be gradually complete, and specific construction should be carried out according to the situation of open education and teaching, so as to ensure that the infrastructure construction can promote the further development of ideological and political education classroom. The teaching and administrative departments of the Open University should also carry out continuous follow-up investigation on the education and teaching of “curriculum ideological and political”, actively improve the equipment, and reasonably divide the proportion of funds into the practice of “curriculum ideological and political” education and teaching.

6.5. “Curriculum Ideological and Political” Education Teaching Cannot Ignore the Power of Teachers

Teachers are the main body of “curriculum ideological and political” education and teaching, which plays a very key role, cannot be ignored. Therefore, first of all, the professional quality of teachers should be stricter. Centralized training should be carried out to require teachers to understand the necessity and importance of integrating the teaching concept of “ideological and political curriculum” into colleges and universities, so that teachers can provide better ideological and political education for students from the heart. Secondly, teachers should innovate their teaching methods instead of sticking to traditional teaching methods. They should follow the trend of The Times and explore diversified teaching methods to provide students with a better learning experience (Zhang, 2019).

7. Conclusion

To sum up, it is necessary and reasonable for the Open University to construct a “curriculum ideological and political” network education system under the Community video in the process of Open University education. Open University should continuously inject enthusiasm and blood, explore its development mechanism, and promote the development of a collaborative education model. Although there will be many problems and challenges in the process of exploration, we will see more opportunities for the development of “curriculum ideological and political education”, see the national education department’s attention to the ideological education of Open University students, and see the social development’s attention to the three-integrity education model, which has a considerable development prospect. Open University should strive to seize the development opportunity, open up the “curriculum ideological and political” education in line with the new ideas of the new era, provide open education students with more efficient, more innovative, more novel ideological and political education, let students out of the classroom, have more life opportunities.
