Abstract: At the background of dealing with global climate change and increasingly ecological risk, this article, taking the development and utilization of human settlement in the scarcely populated and depopulated zone in the arid area of West China as the long-term objective, human settlement science as the theoretical guidance, ecological planning and design of regional landscape as the methodology, conducts research into the theory, method and technical integration of water catchment, landscape construction, ecological improvement, the transformation of traditional way of living and the traditional industry, and the new type of human settlement. This study unfolds from the three aspects of settlements background, settlements activities and settlements construction which are proposed in this paper. The extra-arid area on the Loess Plateau is the subject of the paper, and the “Shanghai Oasis” in Huan County, Gansu Province is taken as the practical case. With the basic study content and technical road map of “the catchment of stormwater runoff in arid area and the new settlements background of ecological environment improvement”—“new settlements way of living and the industries with modern and intensive agriculture, animal husbandry and ecotourism at the core”— “new type of settlements construction with characteristics of water/energy-conservation, low-carbon protection and ecological cycle”, this article analyses and puts together the discrete pieces of theories and methods, seeks a more comprehensive theory and method, and proposes an application approach by integrating the various isolated high-medium-low technologies to realize the sustainable development of arid area of West China’s human settlements. The article, from the three aspects of theory, method and technology, proposes the new model of human settlement, its form, the integration technology and the way of application in the arid area in West China at the backdrop of climate change.
