Abstract: Policy-based spectrum management controls the spectrum access of wireless equipments dynamically through distribution of machine-readable policies, which can contribute to improve spectrum efficiency. The policy reasoner plays a key role in the implementation of spectrum policies. By reasoning a variety of spectrum policies, it can assist its equipment to understand policies, and forbidden the violation of policies. In this paper, a novel policy reasoning architecture is proposed. Comprised of independent policy cells, it can decrease the time for policy reasoning effectively, and can be deployed in such a situation that the equipment moves between regions with different spectrum policies.
