China has been undergoing a critical period of economic structuring and social transformation. The division of social structure engenders redistribution and shift of power and interests as well as highly frequently occurring rate of social incidents and the deterioration of social conflicts. Therefore, the dealings with social crisis have a direct bearing on the accountability and the image of the Chinese government and are directly linked with China’s political stability and economic growth and livelihood of its people. The key point of solving this problem lies in the construction of an effective crisis management system. At present, the crisis management of our government has several defects on legal safeguards, organization, operational mechanisms, crisis consciousness, performance evaluation system etc. In the view of what above, to improve the legal system as well as perfect the organization system in government's crisis management, to enhance the right crisis consciousness, to consummate crisis early warning and handling mechanism, and to establish a rational system of performance evaluation in government's crisis management are eagerly urgent.
