By summarizing the character of major natural disasters and analyzing the advantage and shortage of the cable, satellite, HF, microwave and cluster communications, this paper proposes the network architecture and technical solution according to the emergency communication features of celerity and validity, which is providing a beneficial reference for emergency communication command network construction.
