Abstract: It is of utmost importance to take timely and effective response to the perils aroused from shipping on high-sea through accommodating with sufficient rescuing resources. Normally, all the rescuing resources have to be collected and dispatched through different supplying bases, after the large-scale oil spill accidents happened, rescuing materials have to be delivered to the accidental place in a certain period of time, and this is heavily relied on the transport time from the supplying points to the accidentals place. Considering the routes and modes of transportation differ from each supplying bases, together with the limits of the vehicle’s capacity, it is necessary to scheduling collaboratively with different materials and quantities. With all these kinds of restraints, this paper is concerned on the collaboratively scheduling approach among different supplying bases. The conceptual network with three-layer is comprised of supplying points, collecting points (bases) and the accidental place. The methodology of collaboratively scheduling can be achieved through constructing the network and optimized computing.
