Through the analysis of actual situation and characteristics of disasters such as earthquakes, fires, terrorist attacks, considering the needs of disaster place and the possibility of potential accidents, a non-linear mixed integer programming model is established. Considering the selection of path and vehicle in the process of resources, the reduction of dispatching efficiency of different paths, and the probability of occurrence of potential accident, the total time from relief points to different resource requirement points are minimized. Finally, the model is analyzed and solved by example, and the feasibility of the model is verified.
