Abstract: In China, the communist party and government have responsibility in emergency management, and the clear division of responsibilities is prerequisite for accountability. This paper argues that accountability includes party accountability and administrative accountability. The sponsor of accountability is the party and government at all levels above the county level, and the bearer are the governors and employees. The only basis of accountability should be the negligence, malfeasance and omission behavior at four phases of emergency management. The effective implementation of accountability will be useful for the construction of responsible government and the exaltation of emergency capability.
