Abstract: In the transformation process from the traditional to the modern society, it is risk but not danger that becomes an important feature of the new era. Nowadays, the risk that unexpected emergency causes disastrous public crises is growing even stronger and such an environment is also expanding. As the key to traditional public crisis management, the government is the management centre organized to efficiently handle disasters induced by public crises in a risk society. The advent of risk society unprecedentedly is challenging the traditional politic control model. In order to effectively respond to the growing public crises in modern society, China must transmit its management idea from the traditional single-centre government into the modern multi-centre governance and build a new two-way communicated cooperative governance network consisted with the public sector, the nonprofit sector and the private sector.
