Abstract: Abstract: The training based on the quality model can overcome the problems that it is difficult to solve for the traditional training model, so the integration between quality model and the public human resource training is inevitable. Different from the training process based on position, the training based on the quality model will have a strategic and global nature and can better highlight the targeted and personalized feature, so it has a distinct role to upgrade the performance of public sector human resource development.
