Abstract: Abstract: With confronting the era of knowledge economy, one posses stronger application ability of information by a long-time accumulation of experiences. Moreover, these long-time accumulations of experiences also cause the ability gap because of some factors, including regional barrier, race, education, income, social economic status and so on. This study takes “transforming the digital divide into a digital opportunity” as the body of research development and also takes the rural areas in Kaohsiung County as the research background. Moreover, the website will be applied well for the application of IT and network marketing. The main goal, through the viewpoint of the ICDT policy model to develop the community portal site of rural areas, is to provide the community residents with the opportunity of learning and education. In addition, the community resources such as cultures and industries are combined with the virtual community to be as the foundation of upgrading IT life of the community. Digital Opportunity Center (DOC) which is community-centered will help promote the community’s marketing opportunity of industries and tourism by using the related techniques of e-commerce to bring the rural areas more economic benefits and promote the digital opportunity by applying for IT.
