Abstract: Abstract: Bonded generate make a major contribution to the development of China's trade in the past two decades, but with the development of reforming and opening up, the old pattern of bonded areas can not meet the region's needs of the development of economic. On the basic of the research of the development situation of Shenyang Bonded business, this paper suggests to build a Comprehensive Bonded Area in Shenyang. And through industrial gradient analysis of and integration of Liaoning Province, this paper put forward for the characteristics of the industrial chain in Shenyang, Liaoning region building "one zone and several area" Comprehensive Bonded Area. Through building of a Comprehensive Bonded Area in Shenyang the dominate industry chain is upgrading and the regional economy is accelerated development.
