Abstract: Abstract: PFI is a new kind of financing pattern for project construction，in which basic characteristics is accelerating private capital participating in public investments. This pattern is applicable to infrastructure and public facilities construction to raising funds. Through phasing program of implementation process of PFI project, we can even define it operating process and principle clearly, which the text based on formulates the risk index system of PFI projects and conducts the stakeholder analysis.
