We firstly present Web-based multi-survey by using the technology of IPA and make examinees choose freely one or two points among five points of all items in the questionnaire by network programming to get the result of nine scales at the same time. There are seven advantages compared with traditional single choice of paper questionnaire: (a) enhancing discrimination and reliability of IPA, (b) improving classification of IPA, (c) gaining immediately the initial analysis result in statistics, (d) saving wastage of paper, (d) simplifying numbers of point in the questionnaire, (e) considering examinees’ short-term memory, (f) raising surface validity of questionnaires. As an empirical study, there were satisfaction questionnaires from teacher information application workshops in Taichung County in 2009 to be coordinated with educational technology abilities for teachers. Using the technology of IPA and service quality model of PZB was practiced by Web-based multi-survey and estimated importance and satisfaction of workshops for teachers’ technology abilities. The approach has improved effects in teacher information application workshops and been as a reference for expenditure of return on investment. Compared with traditional single choice of paper questionnaire, it would gain the above improvements. Particularly, the whole and each aspect were all advanced reliability and then improved classification of IPA. The questionnaire would be clearly understood what to up with the good work, what to concentrate here, and what to overkill possibly for efficient assignation of expenditure and resource.
