Abstract: Considering velocity-measure capabilities of vehicle GPS mobile terminal and high-speed mobile supporting features of mobile WiMAX network,this article proposes a speed adaptive vertical handoff algorithm with variable weight cost function for heterogeneous networks based on vehicle ter- minal. The proposed algorithm uses speed adaptive strategy in the vertical handoff network discovery phase, which overcome the drawbacks of the fixed, single network discovery methods by using received signal strength RSS ,raise sets of candidate network update rate, improve the network discovery time of high-speed mobile users. Moreover, handoff decision uses a cost function weight-variable algorithm, which took into account a variety of access network and user properties, select the network with the maximum cost function value for the best handoff network. Simulation results show that the proposed algorithm can effectively improve the network update speed, lower network blocking probability, reduce the switching frequency, and ensure the effectiveness and fairness of switching.
