Abstract: People had expected to reduce the telecommunication charges for a long time. Though telecom- munication charges kept reducing recent years, they were still higher than they should be. In the past, the re- searches on the reduction of telecommunication charges were mainly about two factors: technical progress and competition. Such researches considered more about the telecommunications industries themselves. Through comprehensively analyzing the driving force of telecommunication charges reduction from macro and micro perspectives, this paper presents some important points of view. On the one hand, the reduction of telecommunication charges is the demand of adding social welfare, the path of providing universal service, the need of speeding up national informatization, the embody of performing CSR(Corporate social respon- sibility). The reduction of telecommunication charges will benefit many other related industries. On the other hand, as for telecommunications industries themselves, the reduction of telecommunication charges conforms to cost pricing method and will achieve Long Tail effect.
