Abstract: It is known that the fixed spectrum allocation policy brings on the low efficiency of the spectrum utilization. The cognitive radio is promised to improve the low efficiency. This paper proposes a mixed access strategy combining overlay strategy and underlay strategy for the cognitive radio. We model the service state of the system as a continuous-time Markov model. Based on the service state, an overlay manner or an underlay manner is used by the secondary users: When the primary user is not transmitting and only one secondary user has the requirement to transmit, the secondary users adopt an overlay manner; when the primary user is transmitting or the secondary users want to transmit at the same time, an underlay manner with an access probability is adopted. By maximizing the system throughput, we obtain the optimal access probability.
