Abstract: CRs can be dynamically managed through a policy-based approach, in which the policy reasoner( PR) plays a key role. In this paper, we introduced an architecture for reasoning spectrum management policies based on decision tree, and proposed a MinCostPath algorithm which can ensure that every response returned by the policy reasoner is applicable to the system strategic reasoner (SSR).
