Abstract: The issue of peasant’s income is greatly related to the rural social stability, and also national development. The difficulties to increase peasants’ income in Heilongjiang Province, has been the big issue which has been seriously restricting the development of rural economy, Based on the analysis to the current income of peasants in Heilongjiang Province, the paper has identified the constraints to the peasants’ income growth, therefore, according to this factor, the paper has put forward some proposals to increase the peasants’ income in Heilongjiang province.
