Abstract: Comparing with West Country, Chinese volunteer services are still at the beginning stage. The present legislation involved is yet hard to meet the requirements of the development, one reason is that the legislative level is rather low, namely, the legal system about Voluntary Service in China is not yet fully established. This article describes the emergence and development of voluntary service, analyzes the lack of volunteer service legal system in our country，and makes some useful suggestions.
