Abstract: The new countryside construction is a process which allocate optimally and integrate resources between city and countryside. The paper take YiLi prefecture include eight counties and two cities in Xinjiang as example, in-depth analysis on optimal allocation and integration in the process of new countryside construction of YiLi Prefecture. Main conclusions are as follows: the new countryside construction should focus on five factors such as human capital, financial capital, natural capital, social capital and physical capital. At the same time, the important factor is macro-regulation and intervention from government.
