Abstract: In this paper, the author establishes accounting framework of coal urban ecological compensationbased on ecological footprint theory, the model is suitable for resource-based city and energy city.This paper takes Huainan as a research case, through the research, conclusion was been made as follows:from 2002 to 2007, annual average ecological footprint per cap derived from coal exploitation is 7.169 hm2,ecological deficit derived from coal exploitation is very large and continuously increasing, it intensifiesstress state of human and environment relationship, ecological compensation investment for coalexploitation is increased year by year.Coal industry brings about huge economic benefits to Huainan city,at the same time, Huainan city increases ecological compensation, maintain ecological balance of Huainanas possible, changes the state of unsustainable development, and alleviates stress state of human andenvironment relationship.
